About the City Manager's Office

The City of Live Oak is a “Home-Rule” city that operates under a council-manager form of government. This form of government means that the City Manager is the Chief Executive Officer that is ultimately responsible for the overall management of City operations. The City Manager works in close partnership with the Mayor and City Council, who are responsible for setting the policy direction of the City.

City Manager – Anas Garfaoui, CPM

Anas Garfaoui joined Team Live Oak in April of 2022 as the Assistant City Manager. He was then appointed as City Manager by City Council in January of 2024. Prior to serving the City of Live Oak, Anas started his municipal career with the City of Katy where he worked in several departments including in the City Secretary's Office, Planning, Public Works and Administration. He is a graduate of Stephen F. Austin State University with a degree in Public Administration and has earned the Certified Public Manager designation from the University of Houston. Anas is a member of the American Planning Association, International City/County Management Association and the Texas City Management Association.


Assistant City Manager – Ron Ruthven, AICP

Prior to joining Team Live Oak, Ron Ruthven served the communities of New Braunfels, Irving, Colleyville, Trophy Club and Westlake in Texas specializing in planning and development administration. Ron's broad experience also includes Public Works, Economic Development, and Parks and Recreation among other municipal service areas. Ron has a BA in Geography from Texas State University – San Marcos, and a Master of Public Administration from the University of Texas at Arlington. Ron is a certified planner with the American Planning Association and is a member of the International City/County Management Association and the Urban Land Institute.
